In 2007, ictQATAR achieved one of its earliest goals when the mobile products and services sector was opened to competition. In 2008, the fixed line telecoms market was also liberalized. After a transparent, public process, ictQATAR selected Vodafone Qatar among the world's leading telecommunications providers to compete in both mobile and fixed line against Qtel. All consumers will benefit from better value while spurring the development of advanced products and services needed to support a growing, diverse economy.
 
Three objectives drive telecommunications liberalization:
1. Foster an efficient telecommunications sector to benefit society
2. Create a showcase for successful sector reform
3. Provide a sustainable business environment
