Spectrum allocation is an issue that has focused the attention of regulators since the ascendance of radio in the early 1900's. Bands of spectrum exist in layers, and it is the role of regulators to allocate its frequency so technologies can operate without interference from others. ictQATAR is developing a National Frequency Allocation Plan to determine the process for companies, organizations, government, and military to obtain frequency. ictQATAR must also plan the frequency allocation for new and not-yet-developed technologies.
Because all nations operate a different network, some telecommunications equipment can be safely used in one country, but not another. Type Approval is the term for the kind of equipment that can be brought from elsewhere into Qatar and used without causing long or short-term damage to the network. In the past, people seeking this approval were required to visit the ictQATAR office. Now we are working with Customs so that people can obtain immediate answers as they enter the country about what type of equipment is safe for the network.
Satellite media broadcast regulation is an increasingly challenging issue in the Gulf region as offensive content and images reach more and more homes. ictQATAR is exploring avenues for government institutions to encourage providers and customers to self-regulate the content they disseminate or view.
Clear, accurate, regular invoices for products and services are a hallmark of transparency in a liberalized telecommunications market. After conducting an investigation, ictQATAR found that consumers had no easy avenue to file complaints against their provider. People were forced to go in person to complain about unfair charges or disconnection. Now it is policy that providers must provide online or telephone customer service so customers can easily complain about problems.
